Born in Nagaoka, Niigata Prefecture in 1957. Graduated from Hosei University, Faculty of Sociology.
In 1980, Tomoko Hoshino made her debut as the lead actress in the NHK morning serial drama "Nacchan's Photo Studio". Since then, she has starred in the drama "Sazae-san", the Toho 50th anniversary film "Maboroshi no Mizuumi", TV movie "Secrets crimes in Ooku: The Inner Chambersthe", the film "Soon Spring", a host of "Music Fair", a news anchor for "News Shuttle", the film "Rakuyô: The Setting Sun", and the film "Kono Sora no Hana: Nagaoka Hanabi Monogatari". In 1998, she was nominated for the Japan Academy Award for Best Supporting Actress for the film "Shitsurakuen".
She has also worked extensively as a producer, acting in and producing foreign documentary programs. The Japan Commercial Broadcasters Association Award, the Galaxy Award, and the Broadcasting Culture Foundation Award were given to the works in which she appeared.
Tomoko Hoshino has written many books about travel and art, and also takes her own photographs. Since her first work, "Riding on The Muddy Stream - Amazon, The River of Desire", she has published a series of works, including "Paris and The Seven Museums", "A Hectic Trip to Labyrinth of Paris with Grandma & kids", "Dream & Fantasy, The Worls of Vermeer", and "A Samurai's Daughter Living Today". She won the 17th Japan Literature Award for "If The Snail Looks Back", in 1997.
Tomoko Hoshino was a member of the "Special Committee on World Cultural Heritage", Cultural Properties Division, Council for Cultural Affairs, Agency for Cultural Affairs (2006-2011)
She is a chair of the judging committee for the "High School Student Essay Contest for International Cooperation" run by the Japan International Cooperation Agency (JICA) (2008-)
Kamakura City International Tourism Goodwill Ambassador (2017-)
